How does a wet tap work?

A wet tap involves attaching a specialized fitting and valve to the pipeline. The wet tap machine is then mounted to the valve, creating a sealed, pressurized enclosure. A cutter and pilot drill advance through the valve to cut a hole in the pipe wall. The cut piece of pipe (the 'coupon') is retracted, the valve is closed, and the machine is removed, leaving a new, accessible connection.
