The cutter diameter should be measured from the outermost portion of opposing cutter teeth. The travel distance calculated is from when the cutter teeth touch the pipe until they break through the inside of the pipe and does not account for any pilot drill. Before any tap note how far your pilot drill protrudes out past the teeth of the cutter and add this protrusion length to the calculated distance to get your total tap length from when the pilot drill first makes contact.
